Fix for JVET-O0094 for DepQuant=0

Merged Mischa Siekmann requested to merge siekmann/VVCSoftware_VTM:LFNST_ZEROING_RDOQ_FIX into master

The zeroing of primary only coefficients when LFNST is applied is so far only done when DepQuant is enabled. This fix adds the zeroing to RDOQ and nonRDOQ as well.
