Macro "JVET_L0646_GBI" convers JVET-L0646 (GBi fast algorithm) and JVET-K0248 (GBi base).
Need add the following configuration in encoder_randomaccess_vtm.cfg and encoder_lowdelay_vtm.cfg. GBi : 1 GBiFast : 1 (enabled when GBi:1)
