JVET-O0041: Frame Field Information SEI

Karsten Suehring requested to merge ksuehring/VVCSoftware_VTM:interlace_sei into master

Only fills the fields that were supported in pic_struct (Timing SEI) previously.

Field coding is broken in the software (encoder crashes in PU::getAffineMergeCand()), so this could not be tested with field coding.
