Fix RPL signalling for IDR pictures

Hendry requested to merge hendry197/VVCSoftware_VTM:RPLSignallingForIDRInSH into master

This fixes the signalling of RPL in IDR picture. Before the signalling allow only local RPL for IDR picture. This is different from the spec.
