disable JVET_O0145_ENTRYPOINT_SIGNALLING

Karsten Suehring requested to merge ksuehring/VVCSoftware_VTM:disable_entrypoint into master

The derivation of entry points does not work. When using multiple bricks the bistream cannot be read by the decoder. Multiple TODO items are listed:

  • TODO: Update this when JVET-O0143 is implemented (VLCReader.cpp:3007)
  • //TODO: change it to getNumBricksInPic when Tile/Brick is updated. (VLCReader.cpp:1946)

These need to be resolved before enabling.
