K0149 Blockstatistics Update for VTM-3.0

This is an update of K0149, which adds tracing of new/additional coded syntax elements for VTM-3.0:

  • JVET_L0283_MULTI_REF_LINE
  • JVET_L0054_MMVD
  • JVET_L0100_MULTI_HYPOTHESIS_INTRA
  • JVET_L0124_L0208_TRIANGLE
  • JVET_L0646_GBI

The triangle partitioning can also be visualized including motion vectors with the open source YUView viewer, see the attached screenshot VTM-3.0-example_screen Additionally, this merge request fixed two more occurences of "partSize", which pop up when ENABLE_TRACING is set to 1
