Fix the Ticket #405 : Simplified BCW inheritance assigns BCW index to non-bipred CUs 

following condition is added to fix the bug.
"affMrgType.GBiIdx[affMrgType.numValidMergeCand] = (dir == 3) ? gbiIdx : GBI_DEFAULT;"
