Move DQ and SDH from picture header to slice header.
Disable combinations of either DQ/SDH with slice_ts_residual_coding_disabled_flag.

Checking condition is substituted by helper function isLumaScalingList(). Also the constants are ZZmodified into the
exsiting macro.

Bugfix: Use picture header for checking presence of scaling list/matrix instead of SPS when disabling scaling matrix for LFNST.
