JVET-O0236 Removal of a parsing dependency

 The following fixes has been made:

   - Removed prefixes like 'i' for new variables

   - Adding braces also for if-clauses with a single statement

   - Removed some trailing spaces

   - Changed variable precedingDRAP in Picture from int to bool

Update cfg file for rasterscan slice

 Implementation of the Dependent RAP indication SEI message. Pictures are marked as DRAP pictures using the encoder config parameter DRAPPeriod, which sets DRAP pictures periodically. Conformance checks are performed at the decoder side to verify that the DRAP pictures follow the constraints in the VVC specification.

 Deriving values for m_PPSDepQuantEnabledIdc, m_PPSSixMinusMaxNumMergeCandPlus1, m_PPSFiveMinusMaxNumSubblockMergeCandPlus1 and m_PPSMaxNumMergeCandMinusMaxNumTriangleCandPlus1 in EncAppCfg.cpp when these parameters are to be signaled in PPS.

 Added back the TMVPModeId config parameter. \n m_PPSTemporalMVPEnabledIdc is now set based on both TMVPModeId and PPSorSliceMode.

add support for configuring the encoder such that the picture can be partitioned into several rectangular slices, which have different numbers of tiles

With the decision "Adopt to mandate the presence of AU delimiter
for each AU", AUDs are enabled by default and a warning is printed, if
they are disabled. The config parameter should be removed later and the
decoder needs to check for AUD presence.
