- replace template specializations with generic implementation

- converts static arrays to vectors for subpicture related parameters

When UseIdentityTableForNon420Chroma is set to 1, the chroma QP mapping
table should be the identity table, i.e. QP_chroma = QP_luma. The encoded
table parameters are modified such as to generate the desired identity table.

- Clipping min_qp_prime_ts_minus4 to 0 at the low end
- Print a warning message when IntenalBitDepth is lower than InputBitDepth

- new pattern: create a class to collect all parameters  related to this SEI
- existing code can be refactored to use the same pattern for grouping to avoid endless assignments

Note: fixes executable flags for some unrelated config files
