Further work on block statistics:

Max Bläser requested to merge blaeser/VVCSoftware_BMS:K0149_Blockstatistics_blaeser into K0149_Blockstatistics
  • introduced a switch (no macro define), whether to write out all data or only coded data (emulating the decoder loop)
  • removed mvrefineflag, as this is no real syntax element
  • added missing statistic types
