clean unused EncTestModeType::ETM_AFFINE and EncTestModeType::ETM_MERGE_GEO with JVET_AC0139_UNIFIED_MERGE

(this is the closest to what was done before in EncModeCtrlMTnoRQT::initCULevel().
maybe it would have been cleaner to properly set PicHeader::m_maxNumAffineMergeCand, use it instead of sps.getMaxNumAffineMergeCand())
