JVET_O0078_SINGLE_HMVPLUT: Single HMVP table for all CUs inside the shared merge list region for IBC

- Previous name: Reduced Secondary Transform (RST)
- The parameter, LFNST, should be added in cfg file for enabing LFNST, i.e. LFNST = 1

- getTrTypes function is moved to TrQuant class

- Implicit transform derivation
- DST-7 is applied horizontally/vertically as long as the number of (luma) samples are less than or equal to 16 in a row/column, otherwise DCT-2 is applied.

Implicitly infer the number of MMVD base merge candidate to be 1 as MaxNumMergeCand being equal to 1, and mmvd_merge_flag is not signalled in this case.
