Started failing after merging !294

- all elements of SPSNext are moved into SPS
- syntax elements of SPS are sorted according to draft (as far as possible)
- comments were added where software and draft diverge

- fix block statistics code for IBC mode after JVET_M0483_IBC
- enable build of block statistics code, when ENABLE_TRACING is specified on the command line

added traces for motion buffers (MotionBufL0, MotionBufL1)

- Added tracing of new syntax elements for VTM 3.0: MMVD, MH, Triangle, GBI, CPR, MULTI_REF_LINE
- The triangle partitioning can now also be visualized, including motion vectors

- remove alternative code path for HM_EMT_NSST_AS_IN_JEM
- remove code in DMVR_JVET_LOW_LATENCY_K0217 (was not defined)

Fixes #102

- remove HighPrecision MV option
- fixes for statistics output
- removal of SVN header integration (fixes issue with Xcode)
